So, I just got off the phone with the NVC and they have me super frustrated and confused. My spouses status should be IR-1 since I submitted a copy of my Naturalization Cert in Feb, but it still stuck on F2A. I have called in to the NVC numerous times and got a different story each time. I was told that it will be a week from I call before the site update with the correct info.

His Status is still F2A however they have manged to send me AOS Invoice and IV invoice, both of which I have paid, one online the other by mail because their site does not currently work. It is more confusing when I am being told that my case is Current as of March 20 something 2015, when they clearly stated that the status is still not reviewed and updated to IR-1.

When I asked how is it possible to be in a status such as F2A that had a priority date of October 2013 and now have a current date? The guy on the phone says it is current but they have not reviewed my naturalization document submitted yet, there is no sign of them even starting the review he says, then he says it take 30 days. I told him it has been way more than 30 days he says on average up to 60. I has been more than 60 days since February.

He then goes on to throw me for an even bigger loop when he says that he see where I have not yet submitted the AOS paperwork as there in no note in the system of receiving that package. Now doesn't the website say Submit Completed AOS and IV Application together after all fees were paid? He says I should have submitted the AOS package.

So I am confused and frustrated right now.

Now my questions:

1. Could the case really become current when the status has not been changed from F2A to IR-1? (Pending some imaginary review)

2. Should I submit the AOS package?

3. Is anyone else experiencing this Confucius run around.

4. Is the NVC a government agency?

5. I payed with a money order doesn't Money Orders like Checks expire after 30 days? (IV Fee submitted 14 days ago guy on phone says 21 days to process)

6. Isn't the NVC in essence the USCIS/STATE DEPARTMENT/DEPARTMENT OF HOMELAND SECURITY? So how do they not have knowledge of Nationalizations and require so much time to review and write 2 letters and a number?

Answers:

  1. Speak to a Supervisor if you haven't done so already to get some sort of confirmation on actual case status. The website may be slow to update.
  2. Not until you have confirmation of current status (IMO).
  3. -----
  4. Yes, but operated by a contractor; not the Government itself.
  5. Do you recall seeing an expiration date written on the order. I've never heard of such a thing (others may know definitively one way or the other)
  6. NVC is under the State Department's umbrella, not the US Department of Homeland Security or USCIS. However, I said above, it's operated by contractors whose task is document intake. They may not have much more than cursory knowledge of the processes themselves.

July 30, 2011: Received NOA2 hardcopy in mail
August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal
