Takes about a week to arrive in the Phil. There is no need for you to check any further about your file. It's on its way. Now you are in charge. Get your documents together, pay your visa fee and schedule interview etc. etc. See the link in my signature for help on the process of the next steps.

If you wait for the Packet 3 it may never come. So we suggest that you take the bull by the horns and start getting all your documents together and keep in touch with NVC after you hear that your application has been approved (NOA2). Begin calling the NVC to get your MNL# so you can schedule your interview and do the medical and CFO.

Details are in my signature box below at the twisting arrow.

I'm not certain for the Phillipines but when I asked my attorney the same question, she told me they don't use them anymore. They just need the Payment Receipt number, the NVC case number and the beneficiaries passport number

May I ask what is the "NVC invoice ID" required for as I have not heard of that being used for anything in processing for a visa. Thanks.

If you are filing out the DS-160 form it can be left blank or you can use the receipt date from your NOA1. See this example for the proper location.
