Encouraged by some of the comments on this thread, I called USCIS today to ask What's up..

I kid you not, the lady was really nice and very eager to give me some information. Unfortunately,it

wasn't anything new other than the Vermont Office is working on April cases, and she went to remind me

that May comes before June. :clock: .

She also said that if June 22 rolled around (Lord Have Mercy), she said to called back and give them a heads up..

I think they are saying on the phone only what the website says. There is one think that surprice me a little. I thought that the service center usually focus on work on petitions from one certain month. Right now it looks like Vermont is processing April, May, June and even a October filler shared his approval in the forum. Don't understand. Are they are going to start doing July and August next month.

Well maybe VSC figured out CSC will not be bailing them out this time, and decided to accelerate. They only moved less than 45 days in the official timeline from August 15 2015 (they were processing cases from March 2nd 2015) to March 14th 2016 (processing cases from April 13 2015). Only god knows what they gained from not processing ROCs all this time. ROCs are such a small portion of all the cases they receive, they could adjudicate all ROCs they backlogged in a very short amount of time if they wanted to. So no I won't be surprised a bit if they start adjudicating November cases next month.

Hello long time lurker here. Filed in June at Cali office. Got my approval today after getting an RFE in January. Resubmitted extra docs with tons of pictures, wedding album, driver licenses etc.

When can we apply for citizenship ?

Congrats! You can apply 90 days before the 3rd year of the Resident since date on your GC or anytime after!

Still does not make any sense to me. 6 months is not processing time is the processing goal for this type of petitions. Anyways we all still have a huge wait in front of us. My opinion-50 percent of Vermont June fillers will be processed by the end of April. I also think that when in the middle of April processing chars get updated again, I-751 for Vermont will move from April 13th to April 30th. I lost hope for transferring petitions to California or Potomac. On the website they announced yesterday a huge transfer of petitions but nothing about ROC.

I didn't know a "Potomac Service Center" existed. After googling, they opened it new last year to help with the workload. Looks like none of the petitions are being filed at PSC but they started using it to reduce workload at other service centers. So far they only transferred easier to process work permits (F-1 OPTs, etc) here.

I complained numerous times VSC can't keep up with its workload. At least they opened a new service center to help others. As the adjudicators continue to train, they would probably transfer ROCs here as well. Who knows maybe one day, they would totally eliminate ROCs from Vermont Center. Meantime, any workload transfer from VSC is a good sign for everyone. Let's just hope they prioritize ROCs over other petitions but also remember starting April 1st H1-B applications will start to pour in. So, waiting game continues!

I don't think that transfer of another type of petitions would accelerate ROC processing. VSC transferred petitions to other service centers so many times since December last year but ROC processing did not really start moving faster. I think Vermont is not sending any ROC applications to California because CSC is not completely caught up as well. They are little behind also. Website says 6 months but it takes a little longer. Not much but still longer. There is no way to find out even if Vermont has any intention of transferring cases to decrease ROC processing times. Like you said many times in the forum this is decision on director level. But my opinion- trying would not hurt. May be if somebody call to ask about case status can ask also if there is possibility for Vermont to send cases to CSC or Potomac to shorten the wait. Who knows. May be the answer will be different than "we are processing April 13th cases", which we all already know.

Well faster is a relative term. Compared to March cases, they were much faster for April cases. That happened after a workload transfer end of December. They weren't as fast for us in May, but at the same time they started processing June cases.

Unfortunately they are not a completely transparent organization but at least they release quarterly statistics at https://www.uscis.gov/tools/reports-studies/immigration-forms-data/data-set-all-uscis-application-and-petition-form-types . We can learn how many ROCs they received, approved, denied, and still pending in each quarter, but no data is available what percentage of this happened at CSC vs VSC. All I can see from these stats is the total number of ROC approvals and denials is still less than the total number of ROCs received. Basically, the backlog is continuing to grow.

If you want to see a year they really did well, check end of the year numbers from September 2013 statistics. Fiscal Year 2013, they received 171K ROCs, but also approved 231K. That's how you melt down backlogs. In the end, it all comes down to a director's will to prioritize ROCs over other petitions.
