I believe you're supposed to send both. They'll give you the originals back at the interview. Keep a photocopy for yourself in case they "lose it"

The NVC only required copies of documents now. you are require to bring the originals document to your interview

So just send in copy to the NVC

USCIS website exactly this:

  • You must send a photocopy of your police certificate(s) to the NVC.
  • You must submit a photocopy of your police certificate(s) to the U.S. Embassy or Consulate at the time of your interview.

We just went through this. Check the specific requirements for your Consulate. However NVC requires a copy but the Consulate in Montreal requested the originals of all Police certificates during the interview. for ti
