Finally i can see some update in CEAC portal that the IV fees is showing paid and the IV application as Not Started....seems like system is functioning slowly.

Marriage: 10/10/2013.

I-130 Sent: 11/22/2013

I-130 NOA 1: 25/11/2013

NOA-T (Electronic Transfer notice to California Service Center): 24/03/2015

NOA-T (Hard Copy of Transfer notice received in mail): 31/03/2015

I-130 NOA2: 01.04.2015 (Approved)

NVC Received: 16 April 2015

Received DS-261 / AOS Bill: 27 April 2015

Pay AOS Bill: 30 April 2015

Send AOS / IV Package: 13 May 2015

Pay IV Bill: 08 May 2015

Scan Date: 18 May 2015

Checklist: 19 June 2015 [ Non-submission of DS260]

Submitted DS260: 08 July 2015

Case Completed at NVC: 08 Sep 2015

Hi SusDan7, did you pay your IV fee by mail? And does it now show 'paid' on ceac? Just curious... i had my iv fee paid by mail and hoping the technical issue on DS-260 will be resolved soon, and will start to have access hopefully by tomorrow...

Yes i have paid my IV fee by mail on May 28..and it was showing not invoiced till yesterday and received checklist of non-submission of DS 260 on June 19..checked again this morning and it showing PAID and IV application Not started!!

I filled my DS260 now. te system is functioning.

1/10/2013 : We sent I130 application to chicago

3/10/2013 : Application received - Priority date

8/10/2013 : NOA1 hard copy received

26/3/2015: Case Transfered to California

2/4/2015 : I-130 Approval

5/4/2015 : NOA2 Hard Copy received

23/4/2015 : NVC recieved the case

1/5/2015 : Case number and IIN assigned (Phone Call)

11/5/2015 : DS-261 Available and completed

27/5/2015 : Both fees were paid via post

28/5/2015 : AOS and IV package mailed to NVC

6/6/2015 : Scan date - Document received by NVC

5/7/2015 : DS-260 Available and completed

6/7/2015 : Checklist ( marriage certificate from another authority- i864 ( missing tax for 2014)

16/7/2015 : our new Scan date

12/10/2015 : 2nd checklist: NVC lost the resident permit document and ask it again.

20/10/2015 : new scan date

24/11/2015: case complete

CONSULATE

24/1/2016 : Medical
2/2/2016 : Interview
3/3/2016 : Visa in hand

IV fee status is now 'Paid' and IV Application now says 'Not Started.' I guess, this is it! :dancing:

Documents sent: September 04, 2015

Case complete email: October 05, 2015

Interview letter: October 23

Interview Date: December 2 - Visa Approved!!!

I just completed mine. I got access Jul 5 and completed it the following day. You just need to click 'Not Started' to get started with your DS-260, if you haven't done yet.

Your DS-261 shows 'incomplete' that's the reason why you couldn't proceed with filling out your DS-260. Call NVC asap about that problem so it could be fixed.
