CEAC immigrant visa status (refusal)

Timeline

my husband had his interview on 04/23/2015 in Kingston Jamaica Embassy which everything went smooth until the officer stated that he had a charge 12 years ago for possession of a knife and weed even though his police record was clean. Officer still request his arrest records and clearance letter from the court. So on 4/29/2015 my husband submitted all information requested with passport through dhl as requested by officer at Kingston embassy. Now checking CEAC website visa status still say refusal.

Have anyone experience this before and how long do it normally take to hear back from them.
