Check this http://travel.state.gov/content/visas/english/law-and-policy/bulletin/2015/visa-bulletin-for-may-2015.html

F4 Category is for siblings of US citizens.

USCIS may approve the petition within 1-2 years depending upon the location of the service center in which your I130 Petition was sent. But Visa will not be available untill the priority date is current.

So USCIS processes it and than it goes to NVC which will give him a priority date.

Thank you for your reply ritbiv

Priority date is set by USCIS when they recieve the I30 petition, in this case PD is July 2014. NVC will process the rest of the procedures of visa application like fees collection Affidafit of support forms, civil documents etc.

With something like this it can take a long time as there is no rush.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”
