My spouse needs Police Clearances from 4 different cities. So far, the first three look nothing alike. There seems to be no consistency. The first one is a typed letter with no photo and no thumbprint. The second one seems very good and looks almost exactly like the National police clearance certificate with digital photo and thumbprint.

We haven't gotten the third or fourth one yet but I would like to know exactly what to ask for.

Nothing is "easy" in the Philippines.

If you would go to the "Foreign Embassy Forum" and click on Manila Embassy there are many people there that can help you.

I think she only needs a clearance from her current city, then the NBI, which is like our FBI and covers the whole country. It is my understanding that she does not need clearances from all the different cities she has lived in.

Only the NBI clearance is required regardless of how many different places she has lived in the Philippines. Barangay clearances are not needed. If she has resided in another country for a year or more, she will need a police clearance from that country.

I do not mean to be a stickler for detail, but ...

Police Certificates ARE required for the Philippines in filing for the CR1 Visa.

You can take my word on it, and i have the letter posted on VJ proving it.

If you do not have the Police certificate...you will receive an RFE for it.

One must go to the local authorities in the respective cities that the beneficiary has lived and ask to have a Police Certificate for purposes of travel abroad to the U.S. and MUST have a picture either scanned at that office onto the certified document or in some cases a passport photo is attached to it due to a lack of modernized systems and procedures at particular offices within the Provinces. They MUST also have a Right Thumb Print on the Document which has been done by buying an ink pad and doing it yourself in a squeeze as has been done by others (Not Recommended) but do-able, or having them do it for you at the respective office. Thse vary in color, size, and paper quality ,alll dependent on the Province in question. If you wish to see the actual papers (Police Certificates) and how they vary, you can e-mail me and request copies of what they look like. I received an RFE for being told I do not need them...YOU DO! I will be glad to show them to you on request. If in doubt, all the info is posted on my personal web site.

Yes, as far as the CR-1 Visa in the Philippines -

clearances are required for each and every city the spouse has lived in for over 6 months since the age of 16 (actually I believer it states "6 months before 16th birthday").

Certificates must inclued a photo and right thumbprint.

My wife did her K3/IR papers in the past 2 years and all that was required was her NBI clearance specifying "for travel abroad" which she applied for at the NBI office in her hometown. Yes, the instructions say "police clearance from the different localities where she stayed in the past 6 months", but I don't think this applies. It might refer to different countries. Another copy of NBI clearance will be required at the CFO seminar (in Manila or Cebu).

Aug 29, 2005 - NOA-1 for I-130's received

Sep 13, 2005 - I-130's approved, petition forwarded to NVC

Oct 10, 2005 - I-864 Bill received by agent

Oct 12, 2005 - Paid I-864 Bill by Postal Money Order-$70 for whole family

Dec 17, 2005- checklist for I-864 received, reply sent back & entered into system on Dec 22.

Oct 20, 2005 - Alien spouse received DS-3032 (Choice of Agent) documents

Oct 24,2005 - DS-3032 sent to NVC (fr Phils)

Nov 17, 2005 - IV Fee Bill paid by Money Order & sent

Jan 3, 2006 - Mailed DS-230 to NVC

Jan 4, 2006 - DS-230 entered into system

Jan 12, 2006 - CASE COMPLETED, and still waiting!!!

Aug 3, 2006- schedule of interview at US Embassy-Manila. Won't be showing up.

A lot has changed in two years.

Procedures for the Philippines have changed in regards to the CR-1 Visa.

As well there have been other changes that effect all visas from the Philippines.

If you fail to follow the new rules you will get an RFE.

RandynRose is right, we need to have the Police Clearance from all the city where the applicant lived for more than 6 months at the age of 16. Different cities have different kind of clearance so you need to go to the Police Head Station of the city where you've lived.

Quite right - two copies from each city lived in for 6+ months since just before 16 years of age (6 mo. before 16).

Most kids graduate from High School at about age 16 - so every city since that is probably the "logic" here.

Most of the Police Clearances are very similar to the NBI Clearance.

That is, they are 1/2 sheet and have a digital photo and either digital or ink right thumb-print.

I plan on making sure that a 2X2 photo and thumb print are placed on those Clearances that lack that feature.
