Will I get a checklist for IV application??

The scan date for my aos/iv documents is April 9th. The fee was available on April 17th and I paid it. Its 9 days later and the IV application is still not on the website. I have called NVC 3 times and they always say to wait a few more days. If they review my documents before I get the form completed will I get a checklist for it? Will that force my husband to send the application by mail? Did anyone else have to wait? How long does it normally take? What is causing the delay?

It took about three weeks for my iv to open up the DS260. I called numerous times. We got an RFE in the middle of all that. My husband had not put the back page on (page 9), the one that is left blank if no one helped you fill in the forms. Our forms were sent in by UPS and were received April 2nd. It appears that before we paid the AOS and the IV they had looked at those forms. It took about 50 days for them to open the AOS as well. Not sure what it all means. I have heard nothing since. We have made friends with another couple on this site. Their scan dates were March 31 about April 22 they got the notice that their interview is for May 8 in Montreal. I hope we are as lucky. I have heard that though we had one RFE we could get more 60 days later. OMG I hope not. We started this in July 2014.

it was about 3 weeks for us too... be patient... the NVC moves at a snails pace!

Thanks for the responses! I see it must be 3 weeks for some people but not others. I have seen peoples timelines show the form was submitted 2-3 days after paying the fee. I don't know what the difference is or why it would vary. My husband is in Nepal where the earthquakes are and I am worried that he will be stuck there months longer than needed in the middle of it. I wonder if there will be additional processing time caused by a checklist for the application itself. I sent the documents in advance according to the time saving tips all over Visa Journey, but now they suddenly kick the processing into high gear and theres a chance the documents will get reviewed before the IV application is finished.
