Submitting all documents to the NVC before the IV fee showing paid

I called the NVC today, a few first representatives just kept telling me that I am doing something wrong and they couldn't help me with anything. Then, there was another representative telling me to just submit the DS-261 form again, I did that and now I am able to see the form DS-260 form... I hope that submitting the DS-261 won't affect anything though.

Yay congrats! I don't think it will change anything and they will know it was completed already because its duplicate information. I think it will be perfectly ok!

Thanks a lot, Binh Nguyen! That was really helpful. The last time I had to petition a loved one was about 4 years ago. There sure were a lot of changes since then. I am really thankful to our Visajourney family.

So, is there no more cover sheet with barcode for the IV packet? Can I just send the documents together with the AOS and label them as AOS and IV?

yes you can do that. It is what I did
