Please,let me know what below page says,about further process at NVC.

you will not be able to pay your IV fee until the NVC reviews the ds-261 choice of agent form. Once that is done then you will be able to click on the fee and it will show you how much to pay

Also on your timeline it shows that you sent in the AOS packet, you should have sent in the IV packets with it also

I tried,but it shows 0 $ in IV Fees.

Its just not quite ready to pay then. If you still can't pay this week I suggest calling the NVC because your ds-261 submission was 03/20.

I am confused about IV Fees process.

I have already submitted,AOS Fees on March-20nd-2015.

But still,I have not got IV Fees input.It is more than 1 month now.

Is it normal way OR Is there anything else?

I am getting bored now.
