Check the link below, it's about the implementing rules and regulation with regards to birth certificate correction in the Philippines. My nephew's birth certificate has a problem as well with regards to gender being registered on his BC, but it is just my sister who did all the works and completed the requirements needed, they did not hire an attorney. But yes, they were asked to pay for about 5k~6k. The civil registrar where your fiance's birth was registered will be the one who will give the instruction and a list of all the requirements she needs to submit.
