Do you need your marriage certificate authenticated by the NSO before I file the I-130? We were told by my wife's friend who deals with US Immigration that we should wait for the NSO marriage certificate or there could be problems! Thanks and God Bless us all!

when we file a I 130 my husband sent the MC from local registry you don't need to wait the NSO copy.

Yep, the registrars copy is good enough for the I-130 and I-129F petitions. Both of our petitions were approved without RFE's using it. We were told to get the NSO copy for the interview though.

Thats correct, I made the mistake of waiting 2 months for the NSO certificate untill I was straightened out. I ended up using the municipal version for the I-130 filing and used the official NSO paper for the interview.

I also file just the local copy with my I130 without a problem. But the NVC says they need the NSO version, and after 5 months my wife is still having no success at getting it from her local NSO office.

LCR (Local Civil Registry) forwards their documents to NSO after 6 months. They don't forward/file documents on a daily/monthly basis but every 6 months and this includes all ducoments such as MC, BC, DC, etc... This is what NSO told me. So don't wait for the 6 months. NSO told me to request an endorsement from the LCR address to them (Ms. Hufana). After the LCR, they will give you the endorsement letter and you will bring that to NSO- Main in QC (Vibal Bldg). You will be requested to come back after 2 weeks, then you can get your NSO-MC. After that, NSO will have your MC on their main computer and you can get a copy of it at any NSO-Serbilis Stations.

When requesting LCR for an endorsement, bring a copy of your MC, they will attach that to the endorsement letter.

We submitted the LCR MC with our I-130 but sent the NSO MC to NVC.

You can check with the local NSO office. My understanding from talking to the Director of the local office was that documents are sent in "batches" - dispatched to Quezon City NSO every 3 weeks. She then gave me an official request letter to hand carry to Quezon City requesting release of the Marriage License. If I remember correctly the letter mentioned only the date of the batch of documents so that it could be located. But I suppose that living in a remote region, the process could take longer.
