As long as the I-94 is available on line at the CBP website. I got mine in less than 5 days. You can get it here http://www.cbp.gov/travel/international-visitors/i-94-instructions

In my case I went to the SSN office a few weeks after I arrived because I was sick, and I had no problem, the guy who attended me knew what he was doing and asked no questions.

We went 2nd after arrival due to long flight and catching up on sleep.

I would think you could directly to SS office after arrival and get it.

It has been this way for many years, even when they used to give you a stamp on your I-194 back before it was electronic......
