Hello,

There is a question on Form DS-260 that says "Have you every served in the military?" YES / NO are the options. If yes, it asks branch of military, date, etc. If no there are no further questions.

My husband is Turkish, and military service is required. However, a fee can be paid in place of service, which we have done. Does this count as YES on this question of the form? I am thinking he should write YES, and use the "branch of military" blank to write a note about his situation. Is this acceptable to do?

We will also include the certificate of completion form with the documents mailed to NVC after submitting the form online.

In Turkey there is just a (large) one time fee. They issue a stamped / signed document that says his military service is completed by paying the fee. So, he isn't paying to postpone. He has no future obligations to do military service. But then again, he didn't technically "serve".
