They would apply for a B2 Visa at the local Consulate.

Usually one of the "Bringing" Forums.

They do not need an invitation, but no harm in dropping them a note.

The main issue is that it is Russia, everything else looks OK. Take evidence of their ties and need to return.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

I'd suggest you write a letter to the consular officer also. You need to emphasize that they have permanent ties to Russia and it would be only for a visit. They don't like to issue visa's to unmarried people unless you can show they have legitimate businesses, real estate and other things that would need them to return to Russia.

The letter won't hurt. You could send it to your wife's daughter sealed and have her hand deliver it or send it directly to the embassy in Moscow. But, sending it direct could cause it to be lost.
