Whatever they are doing, this is going to take a while for any effects to be seen. The problem USCIS created was down to leaving a big backlog to become a ridiculous one and it's going to take a while to even things out. They should have been doing this last summer already.

I agree. They waited entirely too long to dig back out of a hole.

I'm more inclined to think it is routed as transferring would imply it sat for a number of days before being sent elsewhere.

That said, I think my initial opinion that new cases are what is being "transferred" according to the new USCIS statement last month rather than older cases as November filers are just now hitting the five month mark. Perhaps October filers were transferred to California, but that would seem to be counter productive as they are just now on the apex of approvals.

Just confirmed via a filer from Rhode Island. They do indeed have a WAC receipt number so they were routed, not transferred.

I think your theory may very well be correct. I had the same thought forming in my head when you first said it here. A couple people have reached out to their representatives though. They think there will be transfers of existing cases. Still a guessing game at this point.

If you are correct, it's a pretty bad solution to the problem.

I have been on the VJ since October but I have never seen so much random approvals(i.e November approvals) you can see everyday a few November approvals . I really think that they have transferred November. However remains to see what the hell is going on in the coming days.

It looks to me like this is an attempt to meet a goal of 5m (or whatever arbitrary goal) because so many have complained. If they can speed through Oct/Nov then they can effectively say "hey look we're on track, what do you mean we're behind look at all these March approvals!"

Well, they had better crack that whip and move at a rapid rate through September as well as October and November. When the transfers took place last August, TSC all but ground to a complete stand-still.

I don't know about that. Last time they transferred petitions that were 3-4 months old to get them through in the 5 month goal and because they didn't switch receipt numbers I think it counted towards TSCs stats not CSCs. It fudged the numbers back down. I think that's what the random november approvals are an attempt to do.

Routing everything to CSC doesn't really do anything to help TSC dig out right now. It's just going to cause CSC to get a backlog.

Agreed. Aside from the fact I don't believe anyone is being transferred, I don't think it will do anything anyway unless the transfers were say December and onward. Transferring October & November does not look to me like it would speed up the processes of approval for them save for maybe 1-2 weeks.

i don't think they're going to transfer november. its clearly a tactic to make it look good on stats for them.

i hope they get their butts in gear

we weren't transferred just randomly selected which is weird (obviously good no complaints) but it makes no sense..

I love reading all of the guesses of what USCIS might be doing and why the approvals are all over except for October. I thought I would add some new ones.

1.) November approvals- someone picked up the wrong box

2.) October No approvals- the Nov approvals were a mistake so they aren't on october yet for there to be approvals

3.) Transfers- They arent going to happen for current TSC files it was just worded that way to shut everyone up for awhile

How I really feel

1.) November approvals- Why not we all know the systems not fair so why finish prior months before moving on...maybe next they will start approving applications same day as they get them and forget about September through March...isnt that pretty much what they are doing by sending all new petitions to CSC

2.) October No approvals- USCIS works on their calendar system which does not have a month of October so those files don't really exist

3.) Transfers- There are none everyone at TSC is staying at TSC and should probably grab a seat on the sofa and a bowl of popcorn because were all going to be here for a very long time.

I know I havent been waiting as long as most but its still torture and I can only imagine how much worse its going to get in a couple of more months. After we get the VISA i'm thinking about forwarding the USCIS a bill for my travel expenses to go see my Fiance since the extra trips, I know they will just throw it away but they need to see that its not just waiting thats the problem its the expenses that comes along with maintaining the relationship while waiting.
