Need help regarding Court and Prison Records

Timeline

I am gathering all of my financial documents, and now gathering my husband’s supporting documents, to send to the NVC. I have a question regarding the court and prison records. Before I begin with what happened to my husband, please understand that in the country of the Dominican Republic, if arrested, you are guilty till proven innocent. My husband was arrested in the Dominican Republic; he was under arrest throughout the investigation process of the “crime” that had occurred. After 13 months, he was found not guilty. He has a clean police certificate. My question being, if he was never convicted to the crime, do I need to submit documents? I am fully aware that he did see judges before he was held under arrest and also when pronounced not guilty. Any help or information will be greatly appreciated.

Sounds like he was arrested. So the rest is not relevant.

Hey, this is from the US Consulate's website

JUDICIAL AND PRISON RECORDS: Persons who have been arrested for any reason in any country (including the United States) or who have any judicial/prison record must present copies of ALL documents related to the case, even if there was an amnesty or other act of clemency or even if the person was found innocent or the charges were dropped.

Even if he has a clean police certificate, I think he has to submit any document related with the case.

He needs all the documents. He needs to show his arrest resulted in a not guilty.

US immigration is not bound by a not guilty verdict. Not guilty can mean there was not enough evidence, it does not mean the person did not do it. This is why the US wants the entire record.
