As soon as your visa is issued you have a 6 month (usually) time frame to use it.

You have to use it within the date stated on the visa.

You can fly as soon as you get it.

You can fly as soon as you have your passport/visa in hand. I would wait though to book your flight until you actually pick up your visa.
