I will recommend you to follow their instructions because NVC is the last place that you want to be dealing with when messing up any forms. Believe me, I am talking from experience. Once you pay the visa bill, they will produce a barcoded document sheet that has to be included with the civil documents that you will summit. The last thing that you need is for them to misplace or lose your documents. It happened to me with the first forms of aos that I sent. IT DOESN'T MATTER HOW MUCH PROVE YOU HAVE, OR WHO YOU TALK TO AT NVC, IT IS ALWAYS THEIR WORD AGAINST YOURS, AND BELIEVE ME, THEY ARE NEVER WRONG. Good luck, and please try to follow their steps otherwise, you will get stuck..

You must send them together. Also some have sent both once they paid the AOS. I personally waited since that is their instruction.

Thanks!
