Please Help Police Certificate!!

hello everyone, I need your help. Me and my fiance are going through some problems to get his police certificates...

I am peruvian and american, my fiance is colombian. During our 8 years of ongoing relationship we lived together in my home country (Peru) for about 2 years and 11 months together. Now during this time, his status in Peru was asi f he was a tourist. As you know when you are more than 6 months in another country, any extra day you pay a fee for staying. Well my fiance did paid all the extra fees for staying overtime. Since he needs police certificates of every place he has lived more than 6 months we are suppose to get his police certificate of those 2 years and 11 months he was in Peru. But now that we want to do them, the consulate of peru in Colombia just told him he can not get a police certificate because he was a TOURIST.

Now, we dont know what to do, we know he is supposed to have police certificates of everywhere he has been over 6 months. Is this something that may cause a rejection during the interview?

Please help us, or re direct us to a thread where we can get help. Thanks to everyone!
