Help why does CEAC website say AP if I think the visa is being issued today

Timeline

I'm so confused my fiancé had his interview on February 25 and they seemed like everything went well.they gave him a green receipt and told him to come back today they kept his passport etc. I just discovered from searching around while I wait for him to return from the embassy and call me that there is a website CEAC so I put in his case number and it said administrative processing February 26 what does this mean??? is there A possibility that they will not recieve his visa today or do you think that's just something that it just says?

Normally goes to AP before it is issued, just means they are working on the case.

Removal of Conditions..  TICK TOCK, TICK TOCK

 

Time to reset the tick tock clock again.   Roll my eyes.

N400.  Application:      02/28/2018       

Biometrics:                    02/22/2018

 

Waiting............    Roll my eyes again :(

 

USA citizen as of 25th of July 2018. :)

Ok I'm just freaking out because I just found out about that website! My fiancé has plane ticket to leave in AM stupid I now realize!

Update: I just checked the website again it said issued!!!! Does that mean he likely has it in hand?

He doesn't have phone on him due to embassy rules and the Suspense is killing me!!!
