Yep you need the EAD for her to legally be allowed to work.

The card is actually a valid SS Card, it's just not valid for work without Employment Authorization, ie an EAD or green card.

O no it's not useless, it just won't get you a legal job without the EAD. You can still use it to add to bank accounts and get ID (although if you are referring to a drivers license some states require you have the EAD or greencard first, so I'd check that out).

The SSA card by it self is not authorization to work, SSA does not authorize resident aliens to work, Homeland Security is the department that authorizes Work.

It will be useful for opening bank account, possibly with getting a driving license, and employers will need that number along with EAD to employ a person.

It seamed the SSN was REQUIRED for all our benefits processing: medical, beneficiary for Life Ins, opening investment accounts, lease background investigation (we rent for now), enrollment at the local Community college (for ESL classes), etc... (it was a busy 1st 3 weeks)

There are other ID mechanisms for many of the things we are doing... but each "other" approach is different enough that the people helping us invariably lead us on a little journey through hell. The SSN they know how to process.
