Why would you give advice like this?

State that the OP "will have to pay the fee," then modify it with an "I'm not sure," and "I would guess?"

If you don't know the answer, then don't give out bad advice. Especially stating someone must do something and then covering yourself with not sure and guess.

I agree. Thanks for posting this. A lot if us are muddling are way through this and find the whole process confusing and cumbersome. Please only post what you know for a fact. No guessing or maybes. I would hate to see someone get totally messed up because they followed bad advice on a maybe.
