everyone needs a police clearance certificate, for K-1 visa chasers,

but only convicted felons have a 'police record'.

Yeah...because USCIS is dealing with applicants from all over the world,

and some could have traveled and lived in many countries.

US Citizen doesn't have to provide one, but the beneficiary does.

Without it, its not easy for them verify ones criminal background.
