Returning green card of relative no longer living in the US (I-407?)

My daughter returned back home to Canada in the spring of 2011 and decided to remain in Canada with no desire to return back to the US to live with us. She would like to cross the border and visit but definitely not live here as she has her own life back where we are from in Alberta. She originally moved here with me... her father... and went through the grueling process of obtaining her permanent resident green card which was in the mail at the time of her departure from the US back to Canada. She is looking forward to visiting us in the summer of 2015 for a about a week but is concerned about being harassed by the TSA when she tries to fly down. I have her green card with me which arrived after she moved back. I stumbled upon this I-407 which is the Abandonment of Green Card which I think is what I need to fill out and file but I would certainly appreciate some feed back from anyone who has knowledge about this process. She has no desire to live here but just wants to be able to visit her father and stepmother on occasion.

Is it the I-407 that we need to file with immigration to return her green card?

Have you or anyone else reading this perhaps actually been through the process of filing an I-407 with experience of what it entails?

I understand that some consulates allow one to mail their I-407 along with their green card but upon looking up all the consulates in Canada the only one that says anything is the US Consulate in Montreal which says that the Relinquishing of Green Card is to be done in person

If you wish to file for the Abandonment of Lawful Permanent Resident Status you may visit the U.S. Consulate General in Montreal without an appointment on any Wednesday between 2PM and 3PM.

Please bring the following documents:

• Proof of identity;
• Your green card and a copy;
• A reentry permit (even expired), if applicable, and a copy;
• A completed I-407 (601KB PDF) form and a copy.

I need to verify that this is accurate because that will take some planning and expenses to be done right.

She can relinquish it at the consulate in Calgary. She does not need to go to Montreal.
