I don't think the CO does any really deep evaluation of the evidence. Everything is done beforehand in all those offices that check and handle the cases. I believe CO's job is mainly to verify that the people are actually the ones on the evidence and reinforce or refute the overall evaluation of the case done by other people. My interview lasted around 8 minutes, he took my fingerprints, he asked who was sponsoring me and when was the last time we met, walked away to calculate the time of the last meeting and that's all. We had been on a long distance relationship for around 5 years so when we sent our case, we sent a lot of very detailed evidence. I think that's what is really important. Evidence that is very detailed such chat logs. We basically sent a thick book of yahoo chat logs, around 8 letters from friends, pictures from the 7 opportunities we had to be together, which actually showed how we had physically changed through the years, personal written recounts of our relationship. The most we stayed together before the K1 visa was 15 days, so I don't think living with the fiance is actually required.

Been through this in the past and fighting the system for 4 years, I know exact reason why your case denied. It's getting engaged on first visit.Lot of people asking for reason but they are not familiar with US Embassy in Cambodia. K-1 denial rate is over 90% if you get engaged on your first visit. So don't worry too much and don't lose hope. Also getting married in Cambodia is a very long, complex and expensive and time consuming.. Sometimes more harder then visa process itself for US Citizens. You don't need to find the reason because you already know the reason I just told you. Also try to appeal the case is useless because it will expire before any results. CR-1 route is the best route but if not possible for you then simply refile K-1.and try to visit a few more times. Just remember nearly every K-1 case gets denied at this Embassy for that sole reason no matter how much other evidence you have. Success rate 2nd time around at this embassy is very high because you already prove to them you are for real applying again. I went through all this before and if you need help just ask me. Thanks
