Hi, hope everyone is having a good day. I would appreciate it if anyone out there could help us figure out what to do next!

For background, here's our timeline (for marriage-based DCF, processed in Frankfurt):

  • May 2014: Married in Germany
  • June 2014: Application packet submitted in person in Frankfurt
  • October 2014: Medical exam + visa interview in Frankfurt: approved.
  • Post-interview: Paid Green Card fee via ELIS.
  • Oct. 21, 2014: Entry to USA. Informed at Point-of-Entry to expect Green Card within a maximum of 4 months (by Feb. 21, 2015).
  • November 2014: Social Security card arrives in the mail.
  • Feb. 17, 2015: Today

Now we are at four days before the outermost deadline quoted by the POE entry officer, and the Green Card still has not arrived. (From what I have read on other threads, it appears that this already falls well beyond the normal processing & delivery time.)

We have not received any further communication about the Green Card at all (no tracking number / etc.).

When I log onto the ELIS site, it tells me the following:

  • Receipt ID: (## etc.)
  • Request Type: USCIS Immigrant Fee
  • Case Received Date: Nov 18, 2014
  • Received as: E-file
  • Status: Card Produced
  • Status Date: Feb 16, 2015
  • Payment: Submitted

We are getting concerned because my husband's temporary (6-month) Immigrant Visa in his passport will expire in a little over a month (on March 21, 2015), and he will also need to travel abroad in April.

For the record, it is very unlikely that a delivery attempt was made. The address is a single-family home where my family has never (in 30 years) had problems with mail being delivered... plus we know the mailman.

What should we do? (Or maybe a better question: what can we do?) I've already read in other forums that the USCIS phone / e-mail support is pretty much a dead end... and taking it to our Congressman as a first step seems a bit extreme.

Forgot to add-- I have also tried submitting an "e-Request for non-delivery" to report it to USCIS. However, the web-form does not recognize my Receipt Number (format FRN##########) as "valid"! (I can only guess that their system cannot compute receipt numbers from DCF's, since they don't begin with any of the usual letters associated with the US lockboxes...)

I've come via K1 so don't speak from experience but I would say that your ELIS status says that they have produced your card 2 days ago, if it works similar to K1 greencard this should change to card send or something along those lines shortly and then it should show up at your mailbox a few days after that. Seeing that your status seems to indicate that they only just issued the card I would give it another few days / 1-2 weeks to worry about not receiving the card.

First, his stamped immigrant visa serves as a GC until his plastic one arrives. He can travel with that.

Second, please go involve your congressman/senator's immigration aide and have them chase the GC for you. Provide proof of payment, ELIS screen shots, info that you put your husband's name in the mailbox... And then ask them where's the problem and when is the card coming. Proof of production and proof of mailing with actual tracking number would also be useful.

Good luck and I hope you get results you want = GC.

OP needs to contact the USCIS and ask for tier 2. Tier 1 doesn't know diddily about the ELIS system. Give them the ELIS receipt number. Tier 1 will try to help, but they can't. They try to go through all kinds of formalities but they are wasting your time. Tier 2 can see what is going on in the system. They can tell you the status.

That's not correct either. the i-551 stamp given at POE is a temporary Green card for a year until actual plastic card arrives in the mail. Lot of members of this site have traveled and got back in without the actual card.

Thanks so much to everyone for posting their ideas! In the meantime, we got their attention, and the Green Card just arrived! Here is the funny story of how the issue finally got resolved, for the benefit of anyone else arriving at this page with a similar issue.

Frustrated that the "e-Request for non-delivery" wouldn't accept our Receipt Number, and knowing from past experience that the hotline is a waste of time, I attempted to contact them via the only method possible on their website: the Technical Support contact form. I assumed that from their it would probably disappear into the void (as these things tend to do). For that reason, I also went ahead and made an InfoPass appointment at our nearest USCIS center so that we could speak with an official about getting them to mail the card to us.

Before the appointment rolled around, however, we ended up getting an e-mail from USCIS, quoting the text of my contact-form message, telling us that they'd just mailed it out! It arrived two days later; happy ending.... all thanks to the humane IT person who decided to pass the message on to the right person. Kind people make the world go round!
