New Immigration Law???

Hello, I am asking for a friend. Here is her situation. Any insights would be greatly appreciated.

Her mom has become a US citizen only recently (in 2015) and will file I130 for her daughter soon. Her daughter is over 21 years old and she is married with kids. She has been told that there is a new immigration law that grants a work permit to the married kid over 21 years of age after 3 months of filing I130. Is that true?

no There is no such law as that. Why will there be? what purpose will it serve? Just so anyone can come over to work at any

job. There all lots of people in America trying to find jobs. If a person has a work visa that is different as the work visa is not giving just for any job
