nvc shutdown

Could the DHS (and NVC which I believe is part of it) ever really shut down? This kind of thing is in the news.....

House Speaker John Boehner is raising the possibility that the Department of Homeland Security may shut down at month’s end because of a budget impasse, and blaming Senate Democrats if that happens.

EDIT: I'm not sure if NVC is part of DHS, but USCIS is...

I just browsed the official websites and it looks like NVC is part of the Dept of State rather than Homeland Security. So hopefully it wouldn't be affcted by a shutdown.

Yes I stand corrected. Still, this is worrying for the people at the USCIS stage. USCIS is part of DHS.

USCIS specifically is funded by user fees so shut down doesn't have an effect on them.
