so we sent a letter last january to selective service stating the reason why my brother did not register. now we received a letter saying "registration acknowledgment" with the Selective service number. does that mean that at some point we registered him? he cannot register at this time as he is already 27. how come when we look up his name online it wasn't there?

The same thing happened to me. I thought I did not register so I sent a letter to the sss explaining that I did not know I was required to register then I got a letter back with my registration number and when I went back to their website and checked it showed my registration date in 2008 lol. I did not ask any further questions lol.. I guess when you go get your social security number they register you... I bet if you go back to their website and recheck it will show him as registered. make sure to not put any dashes in date of birth.
