Question regarding K2 Visa App. need fathers permission?

I am going to apply for a K1 Visa for my fiancée who lives in Lima Peru and has an 8 year old daughter. My fiancee has a passport for her daughter. The father of the child has no contact with the child and pays no support. He is not on speaking terms with my fiancée and is non cooperative. For the K2 application for her daughter is there any document that is required for the father to sign? Does the father of the child have to give permission? Please advise if you can.

To my knowledge YES, father's permission is needed or a court order about full custody. Some other Vj'ers may do some more input on this subject.
