I can only answer one of your question. Fees can be paid from US bank account only or you can pay fees by money order ( that could be slow).

thank you for reply k415.

i will let my father in law to pay it on my behalf, is this ok?

Does DS-261 determine the interview location? as i want to make the interview in saudi arabia not Amman Jordan?

The choice of agent (COA) can be completed by going to the following link https://ceac.state.gov/IV/Login.aspx sign in to complete an electronic request. Put your address in the U.S. where you want the mails to go. Note this is only for mailing purposes. Mailings are sent to the Petitioner/Appointed COA and the applicant.

and how to pay the fees? can i pay it from my bank account directly from saudi arabia or it must be paid from a bank is USA?

Pay the fees online using the details from the U.S. Acct. (ABA/Routing and Account #). It will be processed electronically.

The form DS 261 does not determine the location of the interview. That was selected on the Form I-130 that you filled out to start the process maybe 6 months ago to uscis. In order to change the interview location/consulate. The applicant must meet the criteria/eligibility.

for example

Principal applicant country of birth / nationality or have approved residence there.

You have to inform NVC via email that the beneficiary has moved to another country and request a change in embassy/consulate.

Attach a copy of your wife's Saudi visa or stamp proving she has legal status/residency there.

And she needs to acquire a police clearance from Jordan and Saudi and every country she lived in for 6 months or more since age 16. This will be submitted later on in the NVC process.

Good luck!

But wait..... until when are you staying in Saudi?

As the petitioner, you must prove intent to re-establish domicile in the US. Your wife cannot move there if you're not there. Either you move first or you move together.
