Turn around time??? Passport submitted to Haiti Messenger on 2/7

Timeline

My cousin (over 21 with child not married) received a letter from the US Embassy requesting that she sumbits the following documents to Haiti Messenger for her herself and daughter. Their passports, copies of their passports, & their medical results. She has complied and submited all of the information on 2/7/15. I believe that this is it as far as the process, meaning the Consulate will be issuing visas to them soon. Can someone please inform me on the turn around time, is a 10 days, 3 weeks, over a month? Everything is done her interview, DNA results (for her and her father) were received since last year and were accurate. Please advise how long is the wait once the passport is sent to the US Embassy?
