Sh needs to wait 5 years if she is not living in a bonafide relationshop with her USC husband.

You're going to have to provide more information on your situation.

Did she get her green card before she left?

Was it a 2 year or 10 year green card?

Is she married to the other guy?

Is he a US citizen?

All of this makes a difference on if and when she can apply for citizenship anytime soon.

I beg your pardon but I failed to see any reason why you need to be concerned over this matter. Unless you are still financially or somewhat tied to your ex-wife, you should release your grudge and move on with life. Your true half is still out there, don't waste time over this.

But just for your information, based on your timeline, your ex-wife got her conditional GC in 2012 and left you not long after (2012 or early 2013 at the most), so she did not have her 10-year GC when she left you. If she is still in the US she will not be able to apply for citizenship until earliest 2017. If she tries to apply based on 3-year rule (assuming you are still married to her), it will then be illegal.
