No offence taken. Every USA embassy in the world has a representative for the senate/congress to whom the senators/congressmen can correspond with regarding consular matters. I know there were tourist visas approved because of recommendation letter from senators/congressmen, but those petitioners didnt have a F2a like visa pending. Senators/Congressmen can vouch for the veracity of the petitioners. There is nothing like "trying too hard". Please do your research before you comment.

I've done lots of research on tourist visas thanks.

So these tourist visa you claim have been approved based on some letter, do you have proof that they were the sole deciding factor in those scenarios? I doubt it very much.

Not even a letter from the President can compel a Consular Officer to approve a tourist visa if the CO feels the applicant has immigrant intent.

No letter in the world can prove what a persons intentions are and guarantee that they will abide by visa conditions.

Does this senator know the foreign applicant personally? If not then how can they claim to vouch for their honesty?

All any visa applicant has is their own merits to prove to the COs satisfaction that they wont overstay.

Of course there is such a thing as 'trying too hard' when it comes to tourist visas.

The main obstacle faced by tourist visa applicant is overcoming the presumption of immigrant intent which, rightly or wrongly, decided by the Consular Officer interviewing the applicant.

If it appears to the CO that the applicant will say anything to obtain a visa then they are likely to be refused as an overstay risk.

If someone actually knew a Senator socially or through business maybe a personal letter could help.

But the ones turned about by interns for asking are worth less than the paper they are printed on.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

In the vast majority of cases it would be useless. In a marginal situation who knows. My assumption would be that somebody in that situation is less likely to be denied anyway.
