No you are not submitting the I-129F form as if you were still not married. It just so happens that the same form is used for the K-3 visa as opposed to a whole new form being created.

At present TSC are processing I-130's with a receipt date of September 02 2005 so according to your timeline you have approx 5 months until the processing date reaches your receipt date.

At present MSC (National Benifits Center) is currently processing I-129F for spouses with a receipt date of January 30 2006.

When each are approved they are forwarded to NVC. The I-129F stays for a quick pitstop normally (unless held up with security checks) before being forwarded to the Embassy. The I-130 is at NVC for a lot longer period (see NVC Flowchart) for the processing at NVC. When complete the I-130 will be forwarded to Embassy.

Time frames do vary depending on security checks. Sorry, I do not know the wait time for interviews in Cuba.
