Business travel visa to attend a conference denied. Re-apply?

My brother who is currently studying for PhD in University of the Philippines wrote a paper that was chosen to be presented in a New York conference. His tourist visa specifically for business travel was denied today because of failure to overcome assumption to immigrate (he has me and our parents living in US, he's single 22 years old, considered unemployed/student status but has a Graduate Fellowship Grant from the University for 1 year amounting to 12K php per month plus subsidies. He also received 80 K Php travel grant. ).

Can he re-apply for visa? The conference date is Feb 24. Is there time to re process ? What can help him overturn the assumption to immigrate? Are there applicable waivers in this case?

He can certainly re apply, no limit.

Re-apply even if nothing really changed in his circumstance? I mean technically you can re-apply but what would change the decision if the circumstances are still the same?

Happens sometimes but I would tend to agree most times you would get the same result.

Happens sometimes but I would tend to agree most times you would get the same result.

It doesn't make sense to re-apply if you would get the same results. My question is what other document or evidence or change of circumstance can help him if he re-applies.

Good job - he has a Graduate Fellowship Grant, meaning he is earning despite being a full time PhD student.

Family - he cannot have a family of his own in less than a month. The reason he was denied was because of the fact he is single and has parents and sibling in US. How can you overturn that circumstance???

It's unlikely he can do anything to change it in a handful of weeks.

Is this an annual conference? Sounds like by nest year he will have left Uni be in the workforce etc and be in a better position to apply.

Unfortunately in his case, his family (you + parents) are causing the problem. Not much could be done, there.

A re-apply might (big might) result in approval, as sometimes happen when a different CO reviews the case; but it will be known that there was a denial.

One angle he could try: Is this conference a world renown, regional, college only?

Is it possible that he gets a letter from the organizers or the panel who selected him, explaining the process by which they select the people psenting a session? My thinking is that there might be an opening based on a high academic criteria to select presenters and that not just anyone gets to present a paper; as well, if the conference is a well known one around the world adds to the academic criteria and might help move the balance in his side.

If is what I'm thinking, it is also part of his credentials as a future PhD to have been selected to present; and that is something that should be highlighted with the CO -as possible-

I don't know the name of the conference but it sounded prestigious given the known attendees in their field (they're economists). And that is what I advised him to do also, to request for assistance from the conference organizers. Only 100 out of 400 papers were accepted to the conference it definitely has an academic stature to it that is why it is frustrating that the consul just lumped him with intent to immigrate without due consideration of the nature of the travel.
