My fiancée received packet 3/4 today with all the instructions, but was she also supposed to received a letter with an appointment date?? please help

You need to register online on the US VISA info page with Bogota Embassy, pay the visa fee on this website and schedule the biometrics (fingerprint/photo) and embassy appointment here as well. I know the packet is somewhat confusing but this is what you do.

K1 Visa Timeline
23 Oct 2014 -- Mailed I-129F to Dallas Lockbox
27 Oct 2014 -- Delivered
29 Oct 2014 -- NOA1 Notification via text/e-mail, forwarded to CSC
03 Nov 2014 -- NOA1 Hardcopy received AND Alien Registration Number Changed
13 Nov 2014 -- NOA2 Approval via e-mail and website
17 Nov 2014 -- NOA2 Hardcopy received
28 Nov 2014 -- Case received at NVC -- assigned case number
04 Dec 2014 -- Case status at NVC updated to "READY" and confirmed sent to Embassy
09 Dec 2014 -- Received at Embassy
10 Dec 2014 -- Received instructions from Embassy with combined Packet 3/4 via e-mail

For some reason I was not given the option to pay online but I was able to schedule the appointment and Ill just call and pay on the phone tomorrow, is that the same fee that can be paid on the CEAC website ? Or there's nothing to be paid on the CEAC website ?

I called the Appointment line for the Bogota embassy and they told me the only appointment they schedule is a consular appointment and on the ais.usvisa-info.com website it wont let me schedule a Biometric appointment so my fiancée called directly and they told her that the biometrics are done the same day of the appointment no need to schedule any appointment.
