how in the world can a government entity decide if someone is a 'real' or 'fake' follower of a religion and why do we want to give the government the power to determine such a thing?

It sounds as though you think the guy who wrote the letter hadn't thought it through ;-)

IRS decides these things all the time. Courts are used all the time to decide what religious practices are allowed in prisons, schools, workplaces, etc.

that's not deciding if you're a real follower of a religion. that's determining if you qualify for an exemption due to the religion you claim. not at all the same thing.

They had to decide that when Native Americans wanted their sweat lodges and certain religious practices. Courts have already decided also that certain people were under religious protection when they claimed to be Wiccans and don't even go on about the ones that claimed a food strainer as a hat was a religious practice.

again, that's not deciding if someone is a true follower of their religion. you're way off here.
