Clarification on where to mail the I-130 Packet

Timeline

Hi All,

I'm the U.S. Citizen with my wife and two step-children, currently all living in Australia.

The location to mail the petition for the I-130 is the USCIS Chicago Lockbox... however it has TWO addresses as seen here:

Is it definitely set that I should choose the BOTTOM address considering it's not going by USPS. Considering that it is international and going to be express mail?

Yes use the bottom address if you're not sending via regular post. If you're using a courier like UPS or Fedex etc.. use that bottom address.
