From 10 yr. Green card to Tourist Visa

Hello! I have a questions regarding on my father status. I petition my father 3 yr. ago but he moved back home to the Philippines and stayed there fo almost 2 yrs and a half. Now that he is retiring he wanted to visit again here in United States to visit my Mom and me and my sibling also the grandchildren. Now I am planning to let him apply for a tourist visa. my questions are; Does he need to surrender his green card to the CO during the interview of his tourist visa or he need to fill out a form and give it to CO? If there is a form that need to be fill out what form would that be?

I too have the same issue i.e i want my mom to come to US for my wife delivery as we are staying at new jersey. My mom is working as government employee in India. Since he's been gone from the US for 2 and a half years already, it is more than likely that his status as a permanent resident is considered abandoned. He should still turn the green card into the embassy in Manila and formally abandon it. Abandoning a green card is probably the most foolproof way of showing you have no intent to live in the US for purposes of a non-immigrant visa.

If he has just been gone from the US for 2 and a half years, but never actually abandoned his green card however, he might run into some trouble getting a visa or entry into to the US, if the CO or CBP believes he wants to return to live in the US on a green card that's no longer valid.
