Request for Additional Evidence after NOA 1

Hello all, I submitted my I-130 and it was received 12/12/2014. I got my receipt about a week later. On 1/23/2015 they informed me that an RFE was sent. I received it today, 2/2/2015. It says my marriage certificate is not acceptable because it does not bear the seal and barcode of the National Statistics Office, NSO. They further informed me how to get one with a web address and a phone number. Both being in the Philippines. I live in the US and am unable to access that website (it ends in .ph.) It never loads. I have a great connection and can access most websites from around the world. However, sites from the Philippines sometimes have problems.

I have read the guides and I never saw that a marriage certificate had to be from the NSO. I would have had one had I known beforehand. The guide will probably need updating.

Will someone share some advice or story that might help me obtain my marriage certificate from the NSO? Thank you so much.

They have given me until 4/22/2015 or they will close the case. They have also noted that there is a fee associated with services like that. Maybe I should just google search how to get in touch with them? I am having no luck at the moment. My wife is in Malaysia and her parents are not able to travel to Cebu. Should I have my wife contact them instead of me? I have experienced price gouging when they find out I am a foreigner.

There's no need to go to the place where you got married to get an authenticated marriage contract. NSO's main office is in Quezon City. Ask your wife to give an authorization letter to one of her relatives or friends to conduct any transaction with NSO on her behalf. I did just that last 2013. I authorized my cousin to deal with NSO because I am based in Dubai.

Is this the site they gave you a link to? https://www.ecensus.com.ph/Default.aspx Works fine for me.

The guide on VJ is generic so won't list the NSO certificate, most countries wouldn't have a clue what NSO is even.

Do you have a different browser as some can act up on certain websites. Try IE, Chrome, Opera or Firefox.

As to you problem, they do send documents out of the country but you will need to deal with them directly in setting that up. More information can be found in their FAQ section about a quarter of the way down. Designating a relative is a good idea posted by others.

I am sorry I saw this post late. A few of us have gotten the same RFE. I started a topic back in NOV when I received my. For some reason Nebraska service center is asking for the NSO copy of the marriage certificate from the Philippines. I have not heard of other service centers asking for it. You could do some of the ideals of what others had suggested on here to get yours. I went to the e-census website and order my and had it rush deliver. you will have to get it somehow. Now for some good news. those of us that had gotten that RFE had our petition approve fairly fast after we sent it in.

one other thing when you get the nso marriage certificate make extra copies.you will need one copy to send in to USCIS. another copy to send to the nvc when you get to that part of the process.Send her the original one you get. If she does not have one she will need it for her interview at the embassy.
