FBI Background check

So I went to my local office yesterday to check the status of my case and speak to someone about it I know that they are currently processing June and July case but I wanted to see if my case had at least been touched or whatever sadly it hasn't since September 29 which is about 4 days from when they got it. What she said to me was that my file had cleared FBI background check already so it's just a matter of someone picking up the file and processing it. Which seem like great news but I always thought it's once some opens your file then it get sent off for FBI check. Anyone heard of this before or did this lady just tell me what she thought I wanted to hear.

This is the way is was explained to me by a Tier 2 rep as well. The background checks are done first, then the case sits around for a long time with no activity, and THEN it is assigned to an officer, which is when you know you're getting close to the end.
