Hi Everyone! Hope someone can answer my inquiry here. I am planning to petition my mom to come here in the US however, she is still processing her birth certificate because she is late registered. The office in charge for her birth certificate told her that for late registered it will take one year for the NSO Birth be completed and if we want to expedite it, it's going to take 3 weeks. My question is can I start the Form I-130 without submitting her birth certificate and can someone please tell me the exact documents required to start the process. I know there's some guide on the site but it would be really helpful for me if someone who already done the process would help. Thank you so much.

You could start the process as the I-130 instructions only requires your birth certificate with your mom's name on it as a proof of relationship.

The only delay you might encounter is that if you get the USCIS approval faster than expected and you still didn't have your mom's BC hence no passport, too.

I was wondering why it would take a year for NSO to process a BC late registration. My mom had a similar problem and it actually just took few months.
