Not sure if this is the right forum. Or if anyone can answer this question about a specific embassy.. Dakar, Senegal.

I was married before to a Nigerian citizen before and DOS decided to make our life hell. That embassy, Lagos, Nigeria, told to my face that I probably had the best documentation of calls, emails, etc that anyone showed them in a long time, wished me and my ex-husband a merry Christmas and then turned around to refuse a visa to my now ex-husband quoting in part that the "wife only showed up in person when husband got a 221(g)". All allegations and assumptions easily disproved by response to NOIR - costly both financially and in stress. Sadly my prior marriage has ended by mutual agreed upon divorce, and I married another person from Africa.
My new husband is Malian and in Mali now and it appears that his case may be directed to Dakar, Senegal because Bamako does not process spousal visas (or so their website states). When I mentioned to my husband that he may interview through that embassy, he cringed and told me it was a terrible place with people always looking for money to fix your case. (Or at least that is the local feedback). I am assuming that means the support staff (non-US).
Does anyone have a first hand experience with IR spousal visa through Dakar? Do they allow both spouses to interview together? Can an American spouse petition NVC to pre-interview her prior to embassy assignment of her spouse to avoid NOIR, if we are assigned to an impossible to please embassy (as Lagos is). and Dakar may be?
Or is it possible for us to petition NVC to assign our case to either Paris, France or Warsaw, Poland; where we both have presence, and if so, how could we do that before they decide to assign us to Dakar? (Forms etc...)
Anyways, for my new spouse, 3 years of daily phone logs, emails, joint tax returns for 2014, miles of pictures from 3 continents (6 countries), beneficiary forms, gifts, songs written to me, and not a single overstay in 50 countries on his part (including US on his 16 re-entries). Is that enough to please Dakar? Sadly, the STEP emails or consulate websites do not list details like this. Not in a mood for a NOIR again. Any help would be appreciated from someone who had a similar case or requested a specific consulate from NVC. Thanks.

The NVC does not do visa interviews or issue visas, they only act as an intake facility/routing facility for case files. It will not be possible to "pre-interview" prior to a case being shipped off. If the American spouse was to be interviewed prior to the Embassy receiving the case, this would have been done by USCIS at a local office prior to petition approval.

The only way that it will be possible for an interview to take place in Paris or Warsaw is if he is a legal resident of France or Poland with a permanent address. It should be noted that just because he interviews in Paris or Warsaw doesn't mean that it will be an easier time, CO's in Paris can be just as skeptical as CO's in Lagos.

July 26, 2011: Received NOA2 via text/email!!!
July 30, 2011: Received NOA2 hardcopy in mail
August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal
