I have my packet 3 checklist ready , can I email it to speed up the process ? What else do I scan and email with it ? My DS-160 Is complete and I got my confirmation number. I paid my MTV FEE via the telephone and VISA CARD...my I-129f is only valid til April 4 2015

What is your MTV fee? Are you Montreal or Vancouver? The pdf with the Montreal Packet 3 checklist asks for:

DS-160 confirmation (which you may have gotten emailed to you)

the Checklist (second page of the pdf)

Scanned biographic page of the beneficiary's passport

But I wouldn't email it unless you know the consulate has received your case from the NVC.

Sorry, it's a MRV FEE (Machine Readable Visa) First time I've heard of it I paid the fee already. I am through Montreal . I'm just afraid of my I-129f approval expiring before my interview. It expires April 4 2015

No need to worry about your visa approval expiring. Consular officials have the authority, and often do, extend the approval date of visas in process at the consulate.
