What embassy will I need to go to in Canada? Is there one in Toronto? Or will I have to go to the one in Ottawa?

I am from Niagara Falls so does that mean I will have to go to Montreal?

Also on the I-129F form where it says your fiancée will apply for a visa abroad at the American embassy or consulate at....

would we put Montreal Canada?
