Checklist/Police Certificates

My wife needs a police certificate from Hong Kong and Singapore. They both require the NVC checklist or a letter from the embassy. Should I send in my forms to NVC and then wait for the checklist or is there a faster way?

I'm in the same situation with my parents. They need a police certificate from Singapore, but applying for one requires a checklist which you only get from the NVC if you submit incomplete documents. It seems like a catch 22.

What did you end up doing? The only option seems to be to submit incomplete documents, wait for the checklist, then apply for the Singapore police certificate. But that seems like a lengthy process.

I used the check off list they gave me in the first letter from NVC. I also used the Manila Embassy letter you can download from the department of state website.

Lastly I had a local drop it off. Ours is ready April 4th to be picked up.

Great, thanks for your reply. I found the checklist that you mentioned in the NVC Welcome Letter. Also found the letter that needs to be attached stating that the CoC is needed:

We're going to get the rest of the documentation (fingerprints, etc) and try the mail route.

I just got my official checklist today so now I'm ahead of the game. Singapore will be ready on the 4th and Hong Kong sends directly.
