military records delay-italy

My husband went to apply for his military records just before the holidays. He was told it will not even begin the minimum 60 day process of putting them together until after Jan 7. We have everything else together and recieved our NOA2 approval the beginning of Dec.-already this has been a year on a straight-forward case (as per usual from what I am reading).

We have translated all papers for police records and the receipt stating that he requested the copies. Is it possible to just submitt this receipt with an attached letter stating that he can bring to the interview as there seems to be a very long delay?

Only to add with our frustration-we asked the help of our lawyer at least 6 months ago to tell us the forms we will need from Italy as we are very experienced in the long waits for paperwork. They told us it was too early and waited until we pestered them enough about this form since the beginning of Dec to be able to ask for this. We have asked this very question to our lawyer with no response and are already fighting from last month having to have done all this on our own and being put aside with this. I asked about these forms several times specifically with a serious put-down from them saying to let them handle this and wait for the next step. We are now really resigned to wait at least another 6 months between waiting this form, waiting the submission from the lawyer, waiting the case to close and then interview scheduling but if there is any way to get this done a little quicker then this it can be really helpful. He is in italy now and will be interviewing in Naples.
